Karen Aumond, CICA
Karen L. Aumond has been the Executive Director of the Western States Information Network (WSIN) since January 2005. WSIN, one of the six Regional Information Sharing Systems (RISS) Centers, covers the states of Alaska, Hawaii, California, Oregon and Washington.
Ms. Aumond started her career as a Criminal Intelligence Specialist at WSIN in 1982. She received a Bachelor of Science Degree in Criminal Justice (Forensic Science) from California State University, Sacramento, graduating with honors. She received a Master of Public Administration from Golden Gate University in 1999.
The Society of Certified Criminal Analysts (SCCA) recognizes Ms. Aumond as a Certified Criminal Analyst. In 2002, she received the SCCA Lifetime Achievement Award. She has been recognized by the Federal Bureau of Investigation for her analytical work on a major nationwide case, “Operation Cacus,” which resulted in the arrest of 52 members of the Hells Angels Outlaw Motorcycle Gang.
Ms. Aumond has instructed many law enforcement and intelligence training classes. From 1991 to 2001, she taught quarterly at the Federal Law Enforcement Training Center (FLETC) Criminal Intelligence Training Program. She has also taught classes for the California Department of Justice Advanced Training Center, the Border Patrol, the Financial Crimes Enforcement Network (FINCEN), as well as to various HIDTAs.
Ms. Aumond has long been an advocate of analyzing information contained in legacy intelligence databases. In November 2002, she was awarded a Fellowship from the Federal Counterdrug Executive Secretariat (CDX) to complete a research project on the “Analysis of Disparate Databases.” The RISS Master Telephone Index and the RISSLinks automated database link charting application are results of her work.
Under the leadership of Ms. Aumond, the RISSafe operational officer safety deconfliction application and associated policies and procedures were developed and deployed by WSIN in July 2008. WSIN operates a 24/7 Watch Center which supports the nationwide RISSafe program and several fusion centers.
