Developed by The Florida Department of Law Enforcement (FDLE), the Florida Law Enforcement Analyst Academy provides state certification for analysts. The academy, offers an extensive, comprehensive six-week program one week a month for six months, for a total of 171 hours. At the completion of the program the State of Florida recognizes each graduate as a Certified Law Enforcement Analyst. Since its inception, 1,052 analysts from 230 agencies attended the FDLE Analyst Training Program.

The Directorate of Police Intelligence is one of eight operational units of the Colombian National Police. It operates a systematic approach to interconnect three types of intelligence: Intelligence with an action-based strategy preventative in nature; operational intelligence focused at dismantling security threats; and strategic intelligence focused on public safety and national security.

Category 2 – To individuals for outstanding contributions as intelligence analysts to the achievement of law enforcement objectives (two awards were granted).

Ms. Ash developed analytic tools for the U.S. Postal Service Office of Inspector General’s (OIG) Health Care Fraud (HCF) program. The analysts use these tools to investigate fraudulent medical billings, allegations of health care fraud by medical providers and employees receiving payments from the government insurance program covering injured federal workers. Ms. Ash designed templates for HCF analysts to analyze the data, report the analysis to investigators, and present results to prosecutors.

Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN)

Ms. Ford is the Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network’s (MAGLOCLEN) domestic threat group analyst. She researched and produced an Intelligence Report on the Sovereign Citizen Movement and the Moorish Nation. The research methods and analytical techniques she utilized resulted in a comprehensive intelligence report vital to law enforcement agencies dealing with Sovereign Citizens.

Colonel Vargas Valencia is the Chief of the Directorate of Police Intelligence for the Colombian National Police. He also is the current Director of the Colombian National Police’s Permanent Executive Secretary to the Latin American and Caribbean Community of Police Intelligence (CLACIP), composed of law enforcement intelligence agencies from 28 Latin America and Caribbean countries. Previously, he served as the Secretary General for the Counterdrug Intelligence Network of 17 countries involved in counter-narcotics operations. Colonel Vargas Valencia has been instrumental in the development and implementation of law enforcement intelligence at the national and international levels.
